[FOSS4G2016] 7th keynote

Hi,

I have another idea. In the general schedule we have a lightning talk 
session in the closing session. We can easily replace this with a 2nd 
keynote at the end and we are done.

We must finish the schedule this week, so option 3 is out. So I'd like 
proposal 1.
