Michael,

I think this is covered by the "Earmarked Sponsorships".  The caveat is that
only the project steering committee can put things on the "earmark list".
One thing that isn't terrible clear in the proposal is if/when the sponsors
get their money back if enough money isn't collected from other sponsors to
make it a go.   My intention is that after some reasonable period (perhaps
12-24 months) an earmarked sponsorship would be returned to the sponsor if
it wasn't able to be used.  But I was planning to leave that somewhat flexible
for now.
