GDAL 1.1.5a Binary Release on NT

Folks,

I have put up a binary snapshot of GDAL/OGR based on what is in CVS now.
This build includes ECW and OGDI support. Let me know if you have problems
setting it up or running. I have omitted libraries and developer support
to keep the package small.
