GDAL/OGR 1.1.6 Beta Release

Folks,

I have prepared a GDAL and OGR 1.1.6 beta release. It is available at:

ftp://ftp.remotesensing.org/pub/gdal/gdal-1.1.6b.tar.gz

I would appreciate any feedback about build problems or other bugs.
Hopefully I will make a final release in a few days. The 1.1.6 release is
intended to give applications like VTP a formal release to reference since
they need some of the bug fixes since 1.1.5.

I have also regularized a few items.

o gdal.h now includes the following macros so that applications can more
easily check the version they are operating against.

#define GDAL_VERSION_NUM	1160
#define GDAL_RELEASE_DATE 20020112
#define GDAL_RELEASE_NAME "1.1.6"

o There is now a NEWS file with a summary of release updates.

o There is a HOWTO-RELEASE file so I can keep track of all the things I
need to do in a release.
