[Gdal-dev] List Administrivia

Folks,

I discovered I had the administrative email address for gdal-dev set
improperly, so admin requests held for my approval were being discarded.
I have discarded the 100 or so requests (mostly posts by non-members, or
posts over 100K) from the last seven months or so.  I appologise for the
inconvenience of anyone wondering where their email was disappearing to.

I have corrected the address now, and tweaked a few other options.

I have had complaints that some people are unable to subscribe to the list.
I haven't figure out why that is yet, and I haven't seen anything in the
admin request lists about it.  Please let me know directly if you have
any admin problems with the list.
