[Gdal-dev] Build GDAL on windows using minGW

Have installed the MSYS development tools
i.e do you have automake and friends installed

I haven't tried building the python extension with MingW

FWIW - AFAIK precompiled  GDAL libraries to include the Python
extensions are included in the OpenEV Windows download
