Jeff,
I don't *think* that OpenEV 1.60 was built with ECW support. The OpenEV_FW
1.6.2 build at this URL should include ECW support:
http://gdal.maptools.org/dl/openev/OpenEV_FW_162.zip
The same applies for JPEG2000 support. Not in the 1.6.0 build, but it is in
the OpenEV_FW 1.6.2 build.
