I think the major problem with localization of gdal would be choosing
which way to do it - there is the Windows way, the Macintosh way
(actually, there are two Macintosh ways, pre- and post OS X, but
I don't think GDAL would compile on pre-OS X without major effort, so
we can ignore pre-OS X), and the POSIX way. How do you keep it all in
sync, when gdal developers do not know / have access to every platform
gdal can be compiled on ?
