[Gdal-dev] A build solution for VC7

First, thanks Roger for doing this.  I didn't think it was possible!
It tried out the VC7 project files tonight on a fresh gdal from CVS.  It
works.  Only a few minor issues.

1. The Xerces include path, as you mentioned, will vary from machine to
machine - perhaps better to let the developer put it on their VC7 standard
include path and leave it out of the project completely.

2. The recent 'ogr_srs_dist.cpp' module needed to be added.

3. Project files were missing for ogrinfo and ogr2ogr.

4. The 'Release' builds still had Debug-Info output enabled.

5. The output folders were inconsistent; 'Release' and 'Release_DLL' both
appeared for the Release_DLL configuration.

I've fixed all these issues; result is the attached zip.
