Matt,

The .rrd files used by ArcGIS are Erdas Imagine files.  GDAL won't currently
generate the correct variation of these to use as overviews though it could
be implemented without a huge amount of trouble.  However, I don't have any
software now that I could use to test the result  and of course it isn't a
feature of any great importance to me.
