Peng,

I always had trouble with WinCVS, too.

Try downloading cygwin from www.cygwin.com, it comes with the ole-fashioned 
text based cvs, and always works for me.  You also get a windows xserver, 
all your unix basic tools, gcc compilers, python, etc, etc...
