[Gdal-dev] private gdal functions?

Someone ran into a problem with my binary packages for Mac OS X.   
They were using some stuff from tif_memio.h, which looks to me like  
some private GDAL stuff to me.  From GDAL 1.3.0 to 1.3.1 it looks  
like these were dropped from the binary library (stripped?).

Are these really private functions that they shouldn't depend on  
being available?  Didn't something change in the API or the build  
options that they are not in v1.3.1?
