[Gdal-dev] GDAL 1.3.1 Alpha 1 Available

Folks,

I have cut an alpha for the 1.3.1 release.  It is available at:

  http://www.gdal.org/dl/gdal131a1.zip

If I hear no serious problems I hope to cut the final release
in a day or two, so test it if you care!
