Good news!  I blew off all my paying clients for the evening and spent it
digging through the NOAA 14 GCP problem.  It turns out to have been
improper byte swapping code in the GCP reader.  It was applying 32bit byte
swapping to 16 bit data values for pre NOAA 15 data.

All fixed up in CVS now.
