Matthew is right.
GPC is a kind of double-licensed software, similarly to QT.
It's free of charge for non-commercial projects.
So, I think GPC could be supported as a plugin or extension
but not included in GDAL for every user, e.g. for commercial users.
In my last company I worked for, we were using GPC with .NET apps
and we had to buy it.
Good news is that there is no price set, but you can pay as much as you
can (at least year ago when we were buying GPC).
