[Gdal-dev] MinGW build of gdal & perl wrappers

I've made a MinGW build of the gdal 1.3.2 release and I included the
Perl wrappers. I also built Perl with MinGW.

The build process is documented and the results are available at
http://map.hut.fi/gdal-perl/

The zip files should be manually installable to a windows machine with
MinGW. I would appreciate if somebody tested them.
