[Gdal-dev] Sponsorship Program

Folks,

I have wanted to put a formalized sponsorship program in place for
GDAL/OGR for some time.  The "Project Sponsorship" program has finally been
passed for OSGeo, and I'd like to apply it to GDAL/OGR.

I have attached a proposed solicitation page for sponsorship as applied
to this project.  I'd also encourage folks to re-read the Project
Responsibility section at:

   http://wiki.osgeo.org/index.php/Project_Sponsorship

For now I'm circulating this for discussion.  I'll make a formal motion
to the GDAL/OGR PSC in a day or two.
