[Gdal-dev] geographic coordinates in PCI files

Thanks Frank. I have no experience with building GDAL from source, so I'll
hack a sort of 'assume geographic' solution for such cases till these get
passed in the next binary release.

I have confirmed the bug in GDAL and have applied a fix.  If you need
the fix, you can grab from CVS or put the following file in your gdal/ogr
directory and rebuild.

   http://www.gdal.org/srctree/ogr/ogr_srs_pci.cpp
