Tom,

I think it is desirable to add a GPX driver to OGR for reading and writing.
However, as far as I know MapServer currently has no mechanism to return
feature data using OGR to write it.  This might be a desirable addition to
mapserver - perhaps as part of the WFS server protocol?

In any event, getting GPX into OGR for read and write would have a variety
of applications right away.
