I don't know if this is of interest, but I've personally used
"gpsbabel" to snag user-drawn data out of National Geographic Topo
save-files, saving them to GPX format.  I then used "gpx2shape.pl"
to convert them to Shapefiles, at which point I could suck them into
any GIS app.  Worked well.
