Motion: Add Tamas Szekeres to GDAL PSC

Tamas has been a contributor to GDAL/OGR core capabilities (RFC 6: Geometry
and Feature Style as OGR Special Fields), to the csharp bindings and to
discussions of RFCs on the mailing list.   He has demonstrated a long term
commitment to GDAL/OGR (and MapServer) and I feel he would be an asset to the
GDAL PSC.

Currently the GDAL PSC is only 4 people, so I also think growing it is useful.
