[Gdal-dev] Is make generate a part of make release?

I did this and tested it.

For the record, I needed to remove the dependency to GDALmake.opt from 
GNUmakefile in swig/perl, which was only needed for INST_PREFIX to be 
the PREFIX for perl Makefile.PL. Currently only "perl Makefile.PL" is 
run, which puts the Perl module to a standard location. If somebody 
needs to put them somewhere else they need to run "perl Makefile.PL" by 
hand and specify "PREFIX=some_path" manually instead of through "make 
build". If there's a big need for Perl PREFIX to be the INST_PREFIX of 
GDAL automagically then maybe we can come up with some way of picking it 
up from GDALmake.opt, but honestly, I don't think that's really needed.
