[Gdal-dev] ogr kml driver debug changes

Folks,

I have modified the KML driver to only emit truely copious amounts of debug
information if the KML_DEBUG configuration (ie. environment) variable is set
to some value.

The great gouts of debug output was getting on my nerves.
