I didn't see any chatter go by after your message. The best thing to do 
so that your contribution isn't lost in the shuffle is to create a 
feature proposal ticket at http://trac.osgeo.org/gdal/ to include demtools

I see from a comment to http://www.perrygeo.net/wordpress/?p=7 that MS4W 
is including demtools by default now, so it probably is a good idea to 
put this in with the rest of the utilities.
