The motion to adopt RFC 20: OGRSpatialReference Axis Orientation has passed
with support from FrankW, HowardB, EvenR, AndreyK and a +0 from TamasS.

I shall proceed with implementation - though I'm sure there will be
refinements from the sketchy plan in the RFC over time.
