[gdal-dev] Motion: Maintainer Contract for Chris Howell

Motion: To authorize Frank Warmerdam to negotiate a maintainer contract with
Chris Howell for March to May for up to 17 hours at $17.60 USD/hr.  The
contract would be in accordance with RFC 9: GDAL Paid Maintainer Guidelines
with Frank as designated supervisor.

Chris Howell has been responsible for integration of GDAL at PYXIS Innovation.
He has near time availability and an interest in contributing to the project
and I believe he could a valuable contributor.

The contract is only a modest amount of time, but provides a resource in the
near term while Mateusz is unavailable.  The total financial commitment is
$1320 USD, which is substantially less than the amount of money that won't
be invoiced against Mateusz' contract during the idle March/April period.
