Motion: To authorize Frank Warmerdam to negotiate a maintainer contract with
Chris Howell for March to May for up to 75 hours at $17.60 USD/hr.  The
contract would be in accordance with RFC 9: GDAL Paid Maintainer Guidelines
with Frank as designated supervisor.
