I first noticed compression problems with gdalwarp about gdal 1.4.0, and 
filed ticket http://trac.osgeo.org/gdal/ticket/1470, which was fixed. 
Perhaps there is something in that change which could help here.

If not and fixing the problem is as difficult as Even and Frank surmise 
(more likely), then I suggest that to avoid confusing people the 
compress option be dropped from gdalwarp for now, or at least issue a 
warning when used.

It might also be fruitful if Even's extended description for why this 
bug won't be addressed soon is posted to one of the ticket numbers above.
