Best place to submit patches is GDAL Trac system:

http://trac.osgeo.org/gdal/

Attach patch as a plain text file providing also info about GDAL version
you used to generate your patch.

If you generate patch using SVN copy, you can do it this way:

$ cd /path/to/gdal/trunk
$ svn diff > myfile.patch

And attach myfile.patch to a ticket on Trac.
