Mateusz,

I'd prefer we not enable this while the build slaves are still on
buildbot.osgeo.org.  This could be turned on when the slaves have
been migrated to buildtest.osgeo.org.

The errors I notice on the windows tests are just a wms connection problem
and there isn't really much action to address them.
