If you use my SDK just download and extract the proj4 package (eg.
proj-4.6.1) within the SDK root directory and use:

nmake proj PROJ_DIR=proj-4.6.1


The Makefile will set the compiler version and the WIN64 setting seemlessly.

It seems like the @SET FrameworkDir=Framework32  should point to the
absolute path of the framework directory (ie
C:\WINDOWS\Microsoft.NET\Framework) in your batch file.
