Could you please open config.log generated by ./configure and locate
bits related to "Oracle OCI" detection. You should see some
diagnostics indicating what's possible problem.
Then copy & post relevant parts of the log here.
It should help to find what's the problem.

p.s. I'm leaving for the weekend and if nobody is able to take
care of this issue, I will do it when I'm back on Monday.
