  I worked on a project like this for Churchill Navigation using their ARS Augmented
Reality GIS display:

  We hunted for artificial concealed hotspots using a FLIR infrared gimbal system in
Alberta last summer with good success.

  ARS is more aimed at law enforcement type usage, and I don't think they're pursuing the
wildfire mapping angle.
