I have built it and quickly tested command line tools in action
using Visual Studio 2010, two configurations :
nmake /f makefile.vc MSVC_VER=1600
nmake /f makefile.vc MSVC_VER=1600 DEBUG=1

for both, WIN32 and WIN64.
All works for me.
