Motion: Adopt GDAL/OGR 1.8.0 RC2 as GDAL/OGR 1.8.0 Final Release

Folks,

There don't seem to be any serious issues with the RC2, so I'd like to
adopt it as our 1.8.0 release.   I'll start the voting with:
