Wait, I found the problem, nothing to do with your configure.
In trunk, --tag=LD was added to GDALMake.opt.in, but it's not in 1.9.1rc1. When I added that flag to 1.9.1rc, it failed the same as for you. I'll reopen the bug that prompted adding that flag.
