According to HOWTO-RELEASE, I believe that GDALmake.opt.in should have been 
bumped to LIBGDAL_REVISION        :=      2 since GDAL 1.9.1 has  
LIBGDAL_REVISION = 1

Otherwise, that looks good. Autotests pass fine with MSVC 2008 32bit and on 
Ubuntu 10.04 64bit.
