You could have the same as OSGeo4W on Linux. It is just that Linux 
distributions have more restrictive standards regarding redistribution of 
proprietary software, and the licenses of the SDK are (were) not very clear 
regarding redistribution. But you could very well roll your own OSGeo4Linux 
with the plugins already compiled.
