The COMMITERS file (http://svn.osgeo.org/gdal/trunk/gdal/COMMITERS) in SVN is
probably the closest to your search. It does not necessarily reflect the current
level of activity/involvement of the commiters however.

I agree we would welcome more reviews of contributions.
