Ok, here this  directory  is named  "proj4/"  and contains  (among other
things):

$ ls proj4/bin/*.dll proj4/lib/*proj*
proj4/bin/cygproj-10.dll  proj4/lib/libproj.dll.a
proj4/lib/libproj.a	  proj4/lib/libproj.la
$

So it seems both methods, dynamic and static, are available.   What will
be selected in this case  when I specify the absolute path  to this dir-
ectory via "--with-static-proj4=..."?

In your next to  last message  you also suggested to  "define the PROJSO
environment variable to point to the actual filename".   I checked where
and how this environment  variable is used  and decided that this is the
way to go for me as soon as I'll update next time.   Seems more reliable
than "--with-static-proj4", should perhaps be documented too in "config-
ure --help", and should perhaps also be used in Python script "autotest/
osr/osr_proj4.py" (if you didn't already exactly that).
