NOAA also provides RNC charts in BSB format.  GDAL can read them too.
I've used it with qlandkarte GT for looking at tracks of sailing races
on NOAA charts.  I did have to enhance the GDAL BSB support and
qlandkarte to get it to work with more than a handful of NOAA's
charts.
