2 things to check that I've in mind:
- check that the VRT works fine. For example with gdal_translate
- check that the JP2OpenJPEG driver is white-listed in PostGIS conf : 
http://postgis.net/docs/postgis_gdal_enabled_drivers.html

There's no fundamental reason why JP2OpenJPEG wouldn't work.
