We just got spam in a ticket. I've enabled the right to delete (not close, 
real delete) tickets to foks with TRAC_ADMIN priviledges (ie PSC members. Just 
added you Jukka). This should only be used to delete spam.

I hope we won't have to use it a lot... Not sure about what we could do if 
tickets got massively spammed.
