[gdal-dev] splitting other_tags from .osm file

I did. But I do not understand the results.
Fore example if for "other_tags=yes" for a single shape I got the string previously mentioned:

"addr:postcode"=>"80636","addr:street"=>"Marlene-Dietrich-Strasse"
But if I set the "all_tags=yes", then for the same shape, I get the following all_tags string:

"addr:postcode"=>"80636","addr:street"=>"Marlene-Dietrich-Straße","building"=>"yes"
So only the additional: "building"=>"yes" tag is given.
Which makes me confused what is the difference between other_tags and all_tags.
