Ah, good catch. Digging further, I can see that GDAL code has some support for interpreting 
part of this ESRI specific stuff in
https://github.com/OSGeo/gdal/blob/trunk/gdal/gcore/gdalpamdataset.cpp#L416

But that's only for GeodataXform.SpatialReference.WKT, not for GCPs.
