[gdal-dev] ogr2ogr XLSX reporting no layers

All,

Using GDAL v.2.2.2 on Windows.

Trying to read this XLSX file: http://www.gamblingcommission.gov.uk/docs/Premises-licence-database-extract.xlsx

Running:
> ogrinfo -ro -so -al Premises-licence-database-extract.xlsx

Returns:
>> GDAL: GDALOpen(Premises-licence-database-extract.xlsx, this=000001B35D22FF50) succeeds as XLSX.

But:
>> OGR: GetLayerCount() = 0

If I open the file in Excel and re-save it then works:
>> GDAL: GDALOpen(Premises-licence-database-extract-RESAVE.xlsx, this=000001FC29A80BE0) succeeds as XLSX.
>> OGR: GetLayerCount() = 1

Does anyone have any ideas?
