Historical.
Python was obvious choice as simple platform.
Python kills two targets (three) at the same time: Python API and C/C++API
Decade ago I realised limitations of Python-only tests and started
scratching basic C++ tests suite

It's still there and its fairly convenient to use, if you need to
run/test/debug GDAL at C/C++ level.
