Depends on your definition of configuring. As it is open source, everything is 
somehow configurable. Here changing the lines of code starting at
https://github.com/OSGeo/PROJ/blob/master/src/grids.cpp#L3226 :-)

But people seem to be generally happy with bilinear interpolation.
