[gdal-dev] vsis3 to access a .vrt

Its strange because it works just fine when sitting on the filesystem, but
in a private bucket the error, cant find file or missing directory or
corrupt file, shows. I don't have the error in front of me at the moment
so that may not be the exact words. I'll keep trying if I still can't get
it to work ill see if I can rig up some data I can share.
