[gdal-dev] Build gdal from source - cannot set CPPFLAGS

I can do
`./configure --enable-shared`
but failed with the following error message:
*➜ gdal git:(master) ✗ ./configure CFLAGS="/usr/local/include/openjpeg"
CPPFLAGS="/usr/local/include/openjpeg" --enable-sharedchecking build system
